Emergency plans

Suomen Turvallisuusopisto prepares statutory, site-specific emergency plans for municipalities, companies, residential buildings, public authorities, educational institutions, sports halls and other public premises. Responsibility for the emergency plan lies with the property owner or the board.

An emergency plan is drawn up to ensure safety, prevent accidents and guide action in dangerous situations in buildings.

  • identifying risks
  • preventing accidents and injuries
  • preparing for accidents and how to act in them

An emergency plan must be drawn up for the following sites:

  • residential buildings with at least three dwellings
  • large and high-risk public events
  • industrial buildings
  • farms and agricultural buildings, such as cowsheds
  • day-care centres, schools and educational institutions
  • hospitals and other healthcare buildings
  • public tunnels longer than 100 metres
  • shopping centres and shops larger than 400 m²
  • a site specifically designated by the competent authority
